Suffolk's planning structure was reorganised in 2019 with the creation of East Suffolk and West Suffolk councils from the former Waveney, Suffolk Coastal, Forest Heath and St Edmundsbury districts. Babergh and Mid Suffolk councils subsequently merged to form a single combined authority. Ipswich Borough Council remains a separate unitary authority covering the city itself.
Several Suffolk planning authorities have faced challenges demonstrating adequate housing land supply. Where this applies, the presumption in favour of sustainable development under the NPPF means that suitable sites may have improved planning prospects — particularly those well-located relative to existing settlements, transport links and employment centres.
